8x7 in rims for Troy bilt mustang colt 42 in zt zero turn lawn mower

Don't think they are DOT rated, but as long as the tires you put on them are, you'd likely have no trouble.

What is the offset? 2.5”?

The first number is the distance from the inside lip (vehicle side) of rim to the to the center of the rim where the hub and rim meet. The second number is the distance from outer lip (street side) to the center of the rim.
