The governor on your golf cart controls the accelerator. The cable in question runs from this device to the carb. There is another cable that also comes from this unit and connects to the accelerator pedal itself. Without this combo, your caddie would reach unsafe RPMs that could shut the motor off completely. This is due to an electrical item called a limiter that prevents your engine from blowing up. Bypassing any of this or trying to adjust it away from the stock spec is just not safe.
