How do you remove the two screws in the back of the steering wheel..the access holes is too small for a 3/8 socket..?

You have to modify a socket if you want to use a tool. I know it was wrong but I ended up breaking the old one to remove it. Then replaced the old screws with Phillips head screws.

Does this fit a 2018 Club Car Onward?

I do not think so. I cannot tell you for sure as we do not have an onward to try this on but from looking at the photos online, I think the set up is a little different.
