Answer to your question—holes were predrilled and I believe it came with longer bolts to install. Good product mine was installed on a upward.
Hi Len, unfortunately this hitch is made only for Club Car Precedent models. Those models have a black plastic bumper which this mounts to.
I bought one for the front of my Club Car and was able to mount it without any problems. There are a couple of things you have to keep in mind when ordering one for the front. My Club Car is not lifted so the hitch is about three inches off the ground. If you plan to push anything heavy, I'm using it to push my 6100 pound camper, which sets on a dolly when it's off the pickup, around my cement driveway. I bent the hitch so I reinforced it and it works great.
You would have to weld an additional support on it or it will probably bend. I use mine on the front of my golf cart to push a 7,000 lb truck camper setting on a 4 wheel dolly. The first time I used it the hitch bent. I welded an additional piece on it to give it more support and it works great.
