The potentiometers on Club Cars have evolved quite a bit since their inception. We started with simple copper contacts on a board, the v-glide, and the motor controller output relay; Buggies Unlimited carries the RELIANCE Club Car Precedent MCOR for the generation one model. This POT-box is an aftermarket unit but is the identical twin of the OEM it replaces. No more crazy conversion kits directly from the factory. This one is plug and play so you can spend less time working on your golf cart and more time driving it. Not to mention the low price makes you think twice about wasting money on that cheap one on Amazon.
This RELIANCE Club Car Precedent MCOR fits pedal group one. This means that up to a specific year, the black pedals mounted to a silver arm that attached them to the lower controls. It could, typically that would be caused by a speed sensor issue. If the car feels like its going to accelerate normally and then drops back into a low speed mode, its your speed sensor. MCOR would cause more erratic issues with the throttle or not run at all.
It is possible that the speed sensor on the back of the motor is going bad, but it sounds more like the MCOR is bad again. I have bought several from Club Car that have been bad when I received them, not sure where they were made.
Had the same problem put in new MCOR switch and it work fine now

When the MCOR goes bad it can cause a myriad of issues with the throttle. From reduced top speed to a no run situation.
I had that problem in my 2006 Club Car/HuntVe several years ago, and replacing the MCOR did fix the problem. The same vehicle is now out of commission again; won't respond when accelerator pedal is pressed even though power light indicator is on. But this time a new MCOR had no effect. But I'm not a mechanic.
I had a similar issue. I had a company run a diagnostic & tell me it was my controller. After replacing the controller it still had the issue. I then replaced the speed sense module & the mcor & still had the problem. I finally discovered it was a bad connection in the controller harness after replacing all those parts. I believe it was the speed sense wire connection & I just bypassed harness connection. I would replace the cheapest parts first like the speed sensor on the motor & the mcor.

Sounds similar to our unit's issues, except our speed would just stay at a really low speed or stop. It would start out fast then almost immediately slow or stop.

It didn't fix our problem which is the same as yours,Not sure what the issue is,we are taking it to a repair facility....
