48V 2002 club car, cart will engage and move slightly and then will shut down in forward and reverse. What causes this ?

This could be a couple of different things. I am going to send you an email with some testing procedures but this sounds like batteries. I would do a loaded voltage check on each battery to make sure none of them are dropping out. Voltage is very critical. At 48v the car runs fine, 47v is a vastly different story.
