Unit was not packed well. Box 3 times bigger than top, no packing around item. when it arrived box was pushed off truck tail gate of large truck to the ground.

Is this a textured or a smooth top that can be painted?

The top does have a little bit of a texture on it on the top side and is smooth on the under side. I don’t know much about paints so I don’t know if plastic can be painted
