The starter side of things is responsible for getting the caddie running. It uses the battery's electrical power to spin over the engine's crankshaft to start producing a spark. As you push the pedal down further, the gas begins to flow into the motor, and everything cranks to life. This is where the generator takes over. As the name suggests, this generates the recharge voltage needed to keep your battery in good condition. If you had one and not the other, the whole system would be useless. Getting the cart started without charging the battery or vice versa shoots you in the foot.

I sent you a diagram, if you run the jumper between A2 and F1 and then supply a 12v+ to F2 and a 12v negative to A1 then the starter should turn. This is exactly how it receives power from the golf cart with the exception of the A1 going to ground rather than NEG.
