My 1989 electric club car has only low speed. Do I need to replace all five resistors?
How many resistors are there?

Total of 5. Be extremely careful changing as the board that they mount to tends to get very brittle over time. I would suggest you replace all as well as the board and the stand off bolts.

1989 pac car cart has only weak low speed?

Not sure I understand this questions. If your low speed is weak then likely the 1st speed resistor is bad. Check to make sure that the resistor is tight and check for any signs of excess heat and cracking of the resistor. Also if the cart has Vguide open it up and look at the cooper contacts for sign of wear. If you have a pot box I would seriously consider the upgrade to an Mcor.
