Sorry, don't know what you mean by a club cart. I installed on an 87 Yanaha - worked fine.

Yes it does. The front can also be adjusted left-to-right Incase one side leans more than the other as well. (Spring sag, weak shocks, etc).
When installing, you will need to pay attention to wheel camber as well. To much lift will cause odd handling, stability issues and excessive tire wear.
Front shock mounts need to be raised so the front of the cart comes down a little bit.
