Short answer:no. Tow In/out is controlled-adjusted by your tie-rod ends. Camber is controlled by length of your physical posts
It should be stamped into the spring or on a sticker on the spring. That is assuming of course, that this is an OEM spring and it has not already been replaced by an aftermarket product. The best course of action is to order by the year and model of the golf cart.
I installed a leaf spring on a 2007 DS Club Car. I do not know about 70’s models
