Yes. This will stop the spark at the plug, just like you turned off the key. Sometimes it will run and then just quit. The cart that I bought had been in the shop numerous times and they could not fix it. This will act just like a bad coil.
The limiter controls engine RPM so it won't over rev and damage the engine. There is also a mechanical governor which is adjustable. If the RPM limiter fails (usually due to overheating) you should replace it. I have disconnected some by cutting the brown ground wire. If you do that you will be OK so long as you do NOT increase RPM by adjusting mechanical governor.
My 2003 ds would do this every now and then. Then it started cutting off at random. After sitting for a few minutes or so it would crank and run again. I unhooked the rev limiter. That didn’t do anything. I put a new coil in it and it runs better than ever.
Should have no effect on spark.
I do not remember, but it has been working for over a year so it must be made fairly good.
