Ask anyone of our helpful techs at Buggies Unlimited, and they will tell you when a customer calls about a problem with an electric RXV; it's usually a motor brake problem. The OEM version of this stopping system only lasts a few years. Which, if you think about it, is excellent! Regular brakes don't last that long, and this thing is electrically stopping your 48v motor, arguably a much harder job. The Reliance E-Z-GO Electric RXV Motor Brake is an exact copy of the stock version it replaces.
The electric RXV motor brake gets mounted under the cart's rear right on the motor itself, but this is not a hard swap. Just because it's an electrical component and not the regular shoes you are used to does not mean you need to pay a pro to do this for you. Consult your repair manual, give one of our techs a call, watch an install video online, or all three. If you feel comfortable, call Buggies Unlimited and say, send it!
My brake was frozen. replaced it with a new and all was fine. if water gets into the brake it will seize up brake. water gets in through the top of the cart where the access panel is under seat. I put duct tape there to prevent this from happening again. good luck
I believe all RXVs are 48 volt.
The solenoid drives the brake so if the solenoid is coming on and off so is the brake. I would focus on the sol alone. One debug option is to jumper the sol (be careful to not leave connected in high current load). If it goes aware likely a sol. If you run full battery power to the coil of the relay and the problem is still there, it's the sol or the key switch or the wire between them. does the run tow work fine. If it does that implies the sol is good

Obviously it is shorting out. Replace. Many options (OEM, equivalent, etc) available. Not hard to repalce, I've done it.
My first thought is to remove the motor brake and see if it moves. If so make sure you get it on there correctly.
