Your golf cart is a marvel of engineering. It utilizes two different suspension systems to provide the support you need while keeping the ride as soft as possible. The support side of things is your leaf springs. Depending on what you use your golf cart for, you may have upgraded them to a multiple-leaf affair for a higher weight threshold. The stiffer you go, the rougher your ride gets. This is where the shocks come into play. The shocks on a caddie like the Club Car Precedent Front Shock dampen the travel of the leaf springs. They do not provide much support, but they make the ride and travel of the vehicle much smoother.

Maybe, but doubtful. Shocks cushion vertical motion and turning is a little different. If the bushings on top or bottom of the shock are bad, you could easily hear that noise or if the shock vertical shaft is damaged or broken you might hear it. Please inspect the shock. I am betting your A arm or suspension bushing are worn out. It could be a kingpin problem also, but less likely.
Jack the front of the cart up and she if there is any vertical or horizontal movement in the suspension. You can also check the shocks. They should hold rigidly in a vertical and horizontal pulling and pushing. The rubber and poly bushings wear out and allow movement. There should be very little.
