Yes, it includes the frame as well. I would recommend buying arm rests as well. It’s nice for a passenger to place a drink down.

I have the smaller top, and it fit OK. I kept all of the seat and frame bolts LOOSE, lined up the bars with the roof holes, and tightened the roof bolts first. Then I went back and tightened everything else. The web site doesn't allow me to include a picture...
I put it on a 1994 EZ GO electric golf cart, I don't know if will fit 2022 I think you should call them & ask. They are very helpful. I do love the seat on mine though
