Hi Darrell, yes , as long as the EZGO is electric.
If the rear wheels turn when off the ground there it seems that it's working as it should, just will not stand up to the torque needed to move the cart on the ground. I would start with the batteries. Are they all in good shape and holding a charge. I have an older TXT and if the power is low it just won't go. And I mean ANY amount lower than 36 volts. The older manual solenoids are pretty easy to check. Are any of the contact burned or distorted? Put a Volt ohm meter on it to make sure you are getting the voltage to it. Dcs was a special drive system ezgo used from about 96 -2000, this car would have a lever forward and reverse switch and a run tow switch on the controller cover. A non dcs cart would be a normal series cart ( lever f-n-r no run tow switch) or a pds car (f-n-r switch on the dash)
