The golf cart fuel filter is usually located right underneath you. It can be seen easily without removing anything other than your seat. Depending on the cart, you may have more than one. Typically, there is one between the tank and the fuel pump. However, there are also models between the pump and the carb. Call Buggies Unlimited and make sure you order enough.
It should be full of gas. Check your fuel pump but first the vacuum line that activates the fuel pump. You will find a line that goes from the fuel pump to the engine block.
